Question 1,3 butanediol

Can 1,3 butanediol be converted to 1,4 butanediol? or in gbl directly?

yeah u can hydrogenate it to turn it into 1,4 butanediol and dehydrate it to turn it into gbl
(i dont know the exact steps for either of those things but i can probably try to find a tutorial if u want)

GBL/BDO can be bought very cheap at right place. GHB cost five times more.
